I. User Requirements
   1. A user must pay 50 seashells a month to operate a CC blog
      a. If the user cannot make a payment, their forum will be locked
      b. In the event a user wants to unlock their blog, they must pay a 100 seashell fine
   2. Blogs must follow the CC guidelines, though are not limited to AIO topics
      a. No personal information may be posted on a user's blog
      b. Users may not make more than 3 blog posts a day to prevent spam

After a blog has been running for more than 6 months, It will be a premium blog. The owner will only pay 25 seashells a month, and users will be charged 10 seashells for a 6 month subscription
